Why did this hearing take place in Frankfurt ?

I would think that regardless of the judge's decision in the present legal action, isn't the very fact that Soering and his lawyers brought the lawsuit(s) in what should be construed as an obvious attempt to silence and restrain any scrutiny of his criminal past in order to protect his newly created, lucrative and phony status as a European media personality--in effect his and their commercial brand-- a legal issue in its own right? Sort of a RICO case?

Sorry, but in Germany freedom of speech is not what it is in the U.S. It's kind of restricted here. So the court rejected Soerings baseless claims and that's it.

But there is a punishment for him: He has to pay all attorneys fees and the court too.
