"And was not rehabilitated by the competent US state despite a request to that effect." I don't understand this. What does this mean? Does "rehabilitation" have a different meaning in the German penal philosophy and punishment procedure than it does in the American? Obviously, if Jens Soering was considered to be dangerous he would not have been released. So he seems to have met that part of the American concept of rehabilitation, but there seems to be more to it in the German system? Does undergoing a psychiatric evaluation have something to do with this? Does making a confession and expressing remorse enter into the equation? What more should the Virginia DOC have done?
